India Approves First Semiconductor SEZ at Dholera

The move to self-reliance in semiconductor manufacturing India has formally announced its first Special Economic Zone (SEZ) in Dholera, Gujarat, a move towards its goals of self-reliance.

This move, spearheaded by Tata Semiconductor Manufacturing Pvt Ltd highlights the strategic investments made by the government in the high-tech industries.

Dholera SEZ Background

Dholera, the component of the ambitious Dholera Special Investment Region (SIR) of Gujarat, covers an area of 920 square kilometers and is projected as a smart city as a part of the Delhi-Mumbai Industrial Corridor. 

Plot Numbers 255 and 238 (Part-2), the new SEZ, is limited to electronic hardware, software, semiconductors, and IT/ITeS. It was announced on April 9, 2026, by the Department of Commerce and is preceded by a Letter of Approval in March 2026 and corresponds to the Special Economic Zones Act, 2005.

Investment and Project Details

The ₹91,000 crore (10.9 billion dollars) chip fab (fab) company of Tata Semiconductor is the first pure-play semiconductor fab in India. The facility will be manufactured with 28nm and smaller nodes and is approved under the India Semiconductor Mission in February 2024 and is aimed at automotive, AI, and wireless applications. 

It is planned to start soon and is to operate by 2027, with fiscal incentives, such as 50 per cent subsidies on capital expenditure. The SEZ is also equipped with an Inland Container Depot (ICD) which allows the easy clearance of customs, which improves logistics.

Economic Impact

It is estimated that the project will generate more than 21,000 direct and indirect jobs and will enhance local employment in skilled manufacturing and R&D. It will boost exports, decrease the reliance on India on $20 billion of imports of chips per year, and promote the ancillary industries of packaging and testing. The government of Gujarat has set out more than 60 acres where the expansion will be situated making Dholera a global semiconductor hub.

It is the sixth new SEZ announced so far, with changes in 2025 that reduced the minimum land area to 10 hectares with semiconductors. Others are Micron in Sanand ( 13,000 crore), and CG Semi ( 2,150 crore). 

Such efforts are in line with the vision of Prime Minister Narendra Modi to have a 1 trillion electronics industry by 2030 that draws international players such as PSMC (Taiwan) as a technology partner of Tata.

The SEZ of Dholera is speeding up India's atmanirbhar (self-reliant) semiconductor ecosystem in the face of global supply chain changes. It has sustainable growth and innovation with world-class infrastructure such as high-speed rail. Not only does this boost the tech presence of Gujarat but it also puts India in the chip race on par with Vietnam and Malaysia.
