India’s First Fully Integrated 'Divyang Sahayak' Portal Goes Live in Maharashtra

The Maharashtra government has launched the Divyang Sahayak Portal, a digital-first initiative to streamline welfare for persons with disabilities. Inaugurated in February 2026, the portal integrates UDID and Aadhaar to provide paperless access to 21 disability categories, ensuring transparent scheme delivery, real-time tracking, and automated grievance redressal across the state.

Maharashtra inaugurates Divyang Sahayak Portal to have seamless disability welfare. The Maharashtra government has implemented an online fully integrated Divyang Sahayak Portal with which persons with disabilities (PwDs) can now apply online to schemes without any paperwork and without the need to visit such online portals. 

It was announced in February 2026 and introduced by CM Devendra Fadnavis to enhance the Rights of Persons with Disabilities (RPwD) Act, 2016, by making it digitally transparent.

What is Portal's Core Functionality?

Divyang Sahayak is that place where PwDs find available schemes through demographic information- there is no need to remember a name. UDID, Aadhaar, DBT, PAN and GST are also connected to the full digital application, which scans documents, issues warning signs and summarizes complaints. There is real-time tracking, SLAs with auto-forwarding which makes approvals timely to avoid delays.

Key Features and Modules

It consists of 11 modules and four of them are live, which are unified scheme delivery, redressal of grievances, management of institutions, and digital marketplace. Future ones will be budget tracking, accessibility audits and rehab center tools.

Alignment with RPwD Act, 2016

One of the replacements of the 1995 Act is the RPwD, which identifies 21 disabilities (compared to 7 disabilities), requiring education, employment, aids, and accessibility. Portal offers free aids/appliances, health schemes, and rehabilitation to low-income PwDs, which is evenly distributed. It encourages social audits and prompt services in accordance with Sections 46-48.

  • State State Divyang Kalyan Department administers DDRCs and schemes through divyangkalyan.maharashtra.gov.in Portal combines across-department GRs to see complete picture - e.g. flagging of unbenefited special needs students through education data. 
  • Addresses the urban/rural PwDs, enhancing empowerment with the growing awareness.
  • APIs link databases in order to provide access to the whole-of-government, future e-Sign and bank linkages improve DBT. It is constructed to be inclusive, eliminating exclusion with active suggestions.

Rollout of the Divyang Sahayak Portal

Secretary Tukaram Mundhe stresses on leaving no qualified PwD behind, enhancing accountability. Scalability Phased modules have potential; success could be the prototype of other states. 

It is the model push of the welfare modernization of 2.68 crore PwDs in the country in the era of digital India push.
