Latitude, elevation and distance from oceans are the primary factors which influence the amount of snowfall in the continental United States.
The overwhelming majority of cities across the nation will have some amount of winter precipitation, with a select few having never measured any snowfall within their boundaries during all recorded history.
The vast majority of these cities are located within tropical or subtropical climates where temperatures are consistently, even in the coldest months, too warm for snow to form.
The cities in the state of Hawaii and the cities in southern Florida rank as the most common places on this list due to their hot temperatures, being surrounded by large bodies of water as well as being situated at low elevations.

Honolulu
For Honolulu (Hawaii), it has never officially received any snowfall, and never officially will because the city has a warm and just-upon-the-water winter climate.
There is no such thing as winter in Hawaii, so no snow. There are snow-capped volcanoes on the other islands, but the only thing they have in common with the city of Honolulu is rain and warm, humid weather and trade winds, so there will be no possible snow.

Miami
For Miami (Florida), the answer is still the same. According to recorded history, the city has never received any snowfall, since it has an average winter temperature that is very far above freezing, therefore there cannot be any snow in Miami.
Even cold front systems will deliver nothing but wet, cold rain. Since the city has an average ocean water temperature and is located close to the equator, it is impossible for Miami to receive snow.
Thus, Miami is also one of the largest cities in the United States that has never officially received snow.

Key West
For Key West, there has never been measurable snowfall recorded in Key West.
The southern point of the continental United States has warm ocean-like weather year round.
In addition, wintertime temperatures in Key West rarely fall below 60 degrees, which makes it virtually impossible for Key West to experience frozen conditions and provides further evidence that the city has never received snow in the documented history of its weather.

Hilo
Hilo, Hawaii, has never reported any snow within its city limits due to its low elevation and tropical rainforest climate.
As a result, Hilo is one of the wettest cities in the United States where rain predominates over cold weather. Snow is reported on Mauna Kea adjacent to Hilo, but Hilo itself has never recorded any snowfall.

Kailua-Kona
On the western side of the Big Island, Kailua Kona, Hawaii, has never recorded any snow either. It is located in the dry region of the Big Island where the climate is classified as warm semi-arid tropical.
The temperature in Kailua-Kona does not change throughout the year and although there is snow on the high summits of the volcano on the Big Island, the town will remain warm and dry throughout the winter months.
