In 1947, on April 21 Sardar Vallabhbhai Patel, the first Home Minister of independent India addressed the probationers of the Administrative Services at Metcalf House in Delhi. In his landmark speech, he famously described civil servants as the "Steel Frame of India." 

Sardar Vallabhbhai Patel emphasised that their integrity, impartiality, and dedication were essential for maintaining the unity and administrative stability of the newly independent nation.

Following Sardar Vallabhbhai Patel legacy, the Government of India officially designated April 21 as Civil Services Day. The first such national celebration took place in 2006 at Vigyan Bhawan, New Delhi, establishing a tradition that continues to this day.
