CBSE Three Language Rule: This is due to the reason that the Central Board of Secondary Education (CBSE) has come up with a novel policy for the Three Language Formula (R1, R2, and R3). This proposed policy will be implemented in Classes 9 and 10 from the 1st of July 2026 onward. This proposed policy goes very much hand in hand with the goals of the NEP and NCF-SE of 2020 and 2023. Under the policy framework, children will be taught a minimum of three languages out of which two will be Indian languages.

As far as the students who are shouldering the burden of studying this language are concerned, there was a big reprieve for them from the board. It has been decided that there will be no external exam for the language. All assessments will be done internally through schools. However, in order to get the final certificate of secondary education, students will have to qualify the internal assessment. As far as the internal system of assessing the candidates is considered, it can be seen as an ideal combination of learning and welfare of students.

Mandate Details

R1 (First Language)

Primary academic language offered by CBSE (e.g., English or Hindi).

R2 (Second Language)

Must be completely distinct from the language chosen in R1.

R3 (Third Language)

Must be distinct from R1 and R2. Two out of the three languages must be native to India.

Assessment System

Internal Evaluation Only; marks will feature on the final CBSE certificate.

Exemptions Allowed

Applicable for Children with Special Needs (CwSN) and foreign return students.
