Hindi Diwas is observed throughout India every year on September 14. The day denotes an important event in contemporary Indian history during which the Constituent Assembly declared Hindi in Devanagari script to be t language of the Union in 1949.

Objectives of Hindi Diwas 

  • Promoting Hindi as an Official Language: To encourage the gradual implementation of Hindi language in central ministries, departments and public sector entities (PSUs).

  • Celebrating Cultural and Literary Heritage: To honor well-known Hindi researchers and writers like Beohar Rajendra Simha, Hazari Prasad Dwivedi, Kaka Kalelkar and Maithili Sharan Gupt who fought for the acknowledgment of Hindi language.

  • Promoting Administrative Inclusiveness: Ensuring that all government interactions, public circulars and communications can be accessible in the citizens' mother language. 

  • Encouraging Technological Development: To promote the use of Hindi in emerging technologies, artificial intelligence, translation and e-governance applications. 

Hindi Diwas historical context: the Munshi-Ayyangar compromise

In 1947, the newly independent Indian government found it difficult to adopt a common national language; hence, the Constituent Assembly debated languages for nearly three years. 

  • The Debate: One faction wanted to make Hindi the sole national language, while the remaining colleagues suggested retaining English for administrative matters. 

  • The Compromise (14 September, 1949): K.M. Munshi and N. Gopalaswami Ayyangar reached an agreement called the Munshi-Ayyangar compromise. 

  • The Resolution: On 14 September 1949 (the day of the 50th anniversary of the famous linguist Beohar Rajendra Simha) Hindi was declared as the state language of the Union. 

  • The first official celebration (1953): Prime Minister Jawaharlal Nehru established the official celebration of Hindi Diwas in 1953.

Constitutional Provisions: Is Hindi the National Language of India?

It is a common misconception among college students that Hindi is National Language of India. In terms of law and constitution, there’s no National Language in India. According to the Indian Constitution, Hindi is declared to be Official Language of the Union. The relevant Articles are included in Part XVII of the Constitution.

  • According to Article 343 (1): Hindi in the Devanagari script is the Official Language of the Union and Indian numerals will be used for all official purposes. 

  • As per Article 343 (2) and (3): English can continue to be used along with Hindi for all official work at the Center.

  • Article 351 imposes a direct responsibility on the Government of India to promote and propagate the Hindi language across the country, thus enabling it to become a language of expression for the various components of India's composite culture.

  • The Eighth Schedule provides for the recognition of 22 Scheduled Languages in India, thus giving them equal status.

Awards and Celebrations of Official Language

September 14 is when the Department of Official Language in the Ministry of Home Affairs holds the official Rajbhasha Sammelan every year. In this event, noble awards are presented to government officials, institutions, and citizens in recognition of their contribution:

Rajbhasha Kirti Puraskar is awarded for the excellent implementation of the Official Language Act in the functioning of the Central Government ministries, public sector undertakings, and nationalized banks.

Rajbhasha Gaurav Puraskar is awarded to Indian citizens for authorship of original books (especially about technical subjects) in Hindi.
