CBSE Three-Language Policy: Parliamentary Panel Chief Asks PM Modi to Put Class 9 Rollout on Hold
The Chairman of the Parliamentary Standing Committee on Education has written to PM Narendra Modi urging an immediate hold on CBSE’s new three-language policy for Class 9 students. The panel cites severe structural disruptions, teacher shortages, and a lack of textbooks mid-session.
Prime Minister Narendra Modi should delay implementation of the new three-language policy of the Central Board of Secondary Education as it may lead to “serious disruption” in the schools, the chairman of a parliamentary committee said. The appeal is in response to states' concerns regarding readiness and practical issues.
Panel members pointed out a lack of qualified language teachers and that the materials used may not be comprehensive enough for the subject, and that they may not be in line with the priorities of the state language. They said the sudden implementation might put a strain on school administration in terms of the timetables, recruitment and exams.
Why was the Three-Language Policy Put on Hold?
The policy calls for a three-language policy to be implemented in schools, which will generally include a regional language, Hindi and English (or approved combinations). Class schedules may change, students may be required to take more language classes and there may be changes to the way that students are assessed. Students who are board exam takers should check with their schools about language options in order to avoid any last minute disruptions.
Schools must advise students and parents regarding the language offerings, dates, and/or available supports that will be offered. Bridge courses or remedial assistance will be necessary where new languages are used to ensure that students are caught up.
Government’s Action
The government takes the panel's suggestion into consideration and can choose to postpone, change or implement the policy gradually. It is possible that state education departments could develop their own guidance. Parents and students are advised to stay tuned with the official announcement by CBSE and their schools.
